What is hemp flower? The legal word, the plant and what is in our packets

The short of it. Hemp flower is the dried bud of a cannabis plant that passes the federal hemp test. “Hemp” is a legal word, not a description of how strong the bud is. Some hemp flower is bred for CBD and holds little THC. The flower in our packets is high-THCA hemp flower: it gets you high when smoked, and it shows up on THC drug tests.

☞ Where the word “hemp” comes from

Federal law defines hemp as the plant Cannabis sativa L. and any part of it, including its flowers, with a delta-9 THC concentration of not more than 0.3 percent on a dry-weight basis (7 U.S.C. 1639o). Anything over that line is marijuana under federal law. Botany does not draw the line. A number on a lab report does.

So “hemp flower” means: cannabis bud, from a lot that tested under the legal limit. It says nothing about smell, taste, grade or effect.

Which acid a plant makes is largely written in its genes. A breeding study traced the choice between THCA and CBDA to a single locus (de Meijer and colleagues, Genetics, 2003). You cannot tell the two kinds apart by eye. Read the lab report.

☞ Why high-THCA flower counts as hemp today

The live plant stores most of its THC as THCA, an acid that does not itself make you high. Heat changes it. Smoking, vaporizing and baking all knock a carbon dioxide molecule off THCA and leave THC (Moreno-Sanz, Cannabis and Cannabinoid Research, 2016).

Because the current definition counts only delta-9 THC, a bud can hold 20% THCA and still test under 0.3% delta-9. That is why high-THCA flower is sold as hemp today, and why it smokes like marijuana.

☞ What hemp flower is used for

  • Smoking. Rolled or in a pipe. See Hemp flower for smoking.
  • Vaporizing. A dry-herb vaporizer heats the bud without burning it.
  • Tea and cooking. Possible, with caveats about heat and fat. See Hemp flower tea.

Industrial hemp is another matter. Plants grown for fiber, grain or seed oil are raised for their stalks and seeds, not their buds, and are not what anybody sells as smokable flower.

☞ What changes on December 11, 2026

From Dec. 11, 2026, federal law measures hemp by total THC, THCA included, at 0.3 percent of dry weight. Congress passed the change in November 2025 as Section 781 of Public Law 119-37, and Sec. 2019 of H.R. 6500 set the Dec. 11 date for flower. Labs work out total THC as delta-9 THC plus 0.877 times THCA, the formula in the USDA’s hemp rule (7 CFR 990.1).

High-THCA flower fails that test by a wide margin. From that day, this shop sells only hemp flower that meets the new definition, under the same name.

☞ Your state may say otherwise

Federal hemp status is not the last word. Several states already ban smokable hemp flower or high-THCA flower outright, and others restrict who may sell it. The shop blocks no address, so whether you may lawfully buy it where you live is yours to check before you send an order.

☞ What a packet here tells you

Each packet on the menu names the strain, the grade (greenhouse or light-dep), the weight and the price per gram. When the lab values for its Batch are on file, the THCA percentage is on the packet and the report is on its page; otherwise the report is available on request. More in Lab reports.

What is hemp flower?

The dried, cured bud of a Cannabis sativa L. plant that meets the federal definition of hemp. Today that definition counts only delta-9 THC, at 0.3% or less of dry weight. From Dec. 11, 2026 it counts THCA as well.

What is hemp flower used for?

Most buyers smoke it or use a dry-herb vaporizer. Some steep it as tea or cook with it. Hemp grown for fiber, grain or seed oil is a different crop and is not sold as flower.

Is hemp flower the same as weed?

It is the same plant species. The difference is legal: the lab result decides which side of the hemp line a lot falls on. High-THCA hemp flower looks, smells and smokes like marijuana and gets you high.

Does the hemp flower sold here get you high?

Yes. Every packet on our menu is high-THCA hemp flower. Smoking or vaporizing it turns THCA into THC, and it shows up on THC drug tests.
